Jeff,

Fetzer/Bonterra are spending roughly $775,000 on two reservoirs totalling about 55 acre-feet of storage. $2.5 million are being spent in Mendocino County between all of the projects going on. Refilling of the reservoirs should not be an issue for upper Russian River flows as all growers will be refilling at 50% or less of normal use rates, during non-frost pumping time periods. These pond refilling periods can be coordinated with Sonoma County Water Agency releases from Coyote dam, and all of these releases are done in accordance with Decision 1610, which dictates how the releases are to be performed without damaging habitat or fisheries.

Wind machines can be effective in frost control only in certain situations. See these documents from the U.C. Cooperative Extension for Mendocino County for a discussion of frost-protection methods.

The article omitted using air for preventing frost damage. That method would preserve reservoir storage land for agricultural purposes, and conserve water also.
