		<description>I admire your optimism, but feel it is ultimately misplaced.  This State has been hopelessly ruled by a wildly incompetent legislature and mostly incompetent Governors for the last approximately 30 years.  They can&#039;t pass let alone balance budgets.  They probably can&#039;t calculate tips, either.  The electorate is no better.  How can it possibly re-elect Governor Moonbeam.  Of all people.  Jerry Brown?  Seriously?  It&#039;s a wonder we&#039;ve only done as poorly as we have.  I love California - the State, not the Legislature - but there is deep dysfunction at the top.  The only hope is embedded in your comparison between the State&#039;s budget and its total economic output.  In short, let&#039;s pen the animals in and let them wallow around in their own filth.  Cut taxes and bond measures as much as possible, vote conservative governors in who can at least clamp down on the idiotic legislature, and keep the bleeding to a minimum.  Dump HSR, stem cell research, and every pork-barrel, unfundable State program possible.  Hem in those uncommitable dollars.  Trim agencies, departments, and apply term limits across the board - and thankfully we at least have term limits mostly.  The single most important piece?  Legislators get their pay docked 1% every day the budget is overdue and they lose $100 for each vote they miss.  Get these crooked animals to work for a living and when they&#039;re thankfully termed-out of office hopefully the next inbound bunch of dopes can see they&#039;re not just there to take a joyride on the Lobbyist gravy train.  Of course none of this will ever happen and TED will have to figure out what we&#039;ll do when we&#039;re renting out rooms in the governor&#039;s mansion to cover the mansion&#039;s janitor&#039;s minimum-wage salary.</description>
