It feels like they are looking for a way around the CEQA Laws. The CEQA process is designed to Protect and we need all the protection we can get in this Greed based competitive culture. Don"t drink the cool aid. The part of the article that allowed local government to decide on projects is ridiculous ! The State Laws are above local laws. Hello....
