The California Energy Commission is exploring use of a forthcoming asset-based Building Energy Quotient Program developed by the American Society of Heating, Refrigerating and Air-Conditioning Engineers, or ASHRAE. An asset-based rating won't be required to comply with Assembly Bill 1103, according to the commission. The commission's draft California Nonresidential Building Energy Performance Rating currently is performance-based, as is the Energy Star rating.
