San Anselmo-based Market Rates Insight, a  pricing intelligence research firm that tracks rate and banking products for financial institutions, appointed Pat Townsley to the position of vice president of business development. Mr. Townsely has been with Market Rates Insight as national sales manager since 2009. Prior to joining Market Rates Insight, he was sales manager for Autodesk. He also was co-founder and senior broker for California Real Estate & Mortgage Consultants. He holds a BS in business and marketing from San Francisco State University.Government

The Board of Supervisors appointed John Hartwig as the new information systems director for the county of Sonoma.  Mr. Hartwig has more than 20 years of experience in government technology and central services. From 1991 to 2008, he worked for the Snohomish County Information Services Department, in Everett, Wash. In 2008, he served as the administrator of the Information Technology Division, and executive director of the public safety communications commission for the state of Wyoming.  Prior to joining governmental service, he worked in the private sector systems integration arena providing technology solutions to federal, state, local and commercial markets from offices in San Diego and Seattle. Health Services

Kevin Walker has been named the new chief financial officer and member of the board of directors of Fireman’s Fund Insurance Company. In his day to day responsibilities, Mr. Walker will oversee the full scope of financial functions at Fireman’s Fund.Most recently, Mr. Walker was chief financial officer for Genworth Financial’s Retirement and Protection Division. Before Genworth, he spent 15 years within the Allianz Group. He held several positions over a 10 year period at Allianz Life, including treasurer, senior investment officer, and senior financial officer for product lines. He then worked for five years as a senior vice president in Group Planning and Controlling at Allianz SE in Munich, with responsibility for several regions, including the U.S.Nonprofit organizations

Novato-based Easter Seals Northern California announced the recent election of Alex Cooper and Michael Van Zandt to the Board of Directors. The board members volunteer their time on behalf of children and adults with special needs and a wide range of disabilities. Ms.  Cooper is director of sales and marketing at Novato-based Sutter Instrument, a manufacturer of biomedical research instrumentation. Mr. Van Zandt is a Partner at Hanson Bridgett in San Francisco where his practice involves natural resources, water, land use and environmental law. Keegan and Coppin hired Rami Batarseh as broker associate. Mr. Batarseh most recently was a senior advisor with Sperry Van Ness and has 15 years experience in the commercial real estate industry, securing more than 70 transactions with sales volume over $150 million. He began his career as a salesperson with Century 21 Alliance in San Mateo. Mr. Batarseh holds an MBA from San Jose State University, an electrical engineering degree from George Washington University and a California real estate broker license.

The North Bay Association of  Realtors added  Ezrah Chaaban as the new government affairs director and Sally Kenvin has joined as the new Marketing Communications Director. Mr. Chaaban has worked in Sacramento as a legislative extern for a state senator and the Senate Judiciary Committee.  He has also worked for a top  lobbying firm.  He is a recent graduate of UC Davis School of Law.  Ms. Kenvin has spent over 20 years in the private sector, directing the marketing communications efforts for high tech start-ups in Silicon Valley.  She has extensive experience in building public awareness for companies and showcasing what they offer.
