Minnesota-based Enclos, a specialty contractor for building facades, plans to open a 50,000-square-foot assembly plant on Mare Island commercial redevelopment in Vallejo.

The facility will employ more than 40 full-time workers, the company announced Wednesday. Enclos in early June signed a lease for Suite 300 in Building 126, built in 1985 as one of the last additions to the Navy shipyard before it was turned over for redevelopment to a joint venture of the city of Vallejo and Lennar Mare Island, LLC. The lease starts July 1.

Enclos chose Mare Island as a central location to minimize shipping distances for construction materials to projects in the Bay Area and Pacific Northwest, thus meeting the company’s carbon footprint and sustainability goals, according to the company.

“Our new Mare Island facility will be a hub for projects of all scopes and sizes generated through our network of offices across the country, which include locations in both Southern and Northern California, in addition to our Advanced Technology Studio in Los Angeles,” said spokesman Matt Elder.

Enclos (enclos.com) designs and installs custom facades for large-scale building projects worldwide. Local projects currently under construction include the new Stanford Hospital, UCSF Medical Center at Mission Bay, San Francisco General Hospital and expansion of the San Francisco Museum of Modern Art.

The Enclos lease is the third major deal Lennar Mare Island signed in the past three months. In April, San Francisco Bay Area Water Emergency Transportation Authority committed to a new $22 million Mare Island ferry facility along the waterfront. The following month, maritime contractor Jerico Products leased Drydock No. 4.

The 650-acre property now is home to 95 businesses occupying about 3.2 million square feet of commercial space, and Lennar Mare Island (lennarmareisland.com). Already, 50 historic buildings on the base have been readied for tenants. At any given time, Lennar Mare Island is marketing 500,000 to 1 million square feet of space for occupancy, one-third for offices and two-thirds industrial, according to a spokesman.

Major renovations were completed at Rafael Town Center (415-482-9998, rafaeltowncenter.com) in San Rafael. The mixed-use property has 113 apartments, 42,000 square feet of office space and 25,000 square feet of street-level shops and restaurants, the newest of which are set to be Naan-N-Curry and Opus Bank.

“Our goal with the transformation of Rafael Town Center was to attract a new vibrancy to the Downtown area, and we could not be happier with the results of our efforts,” said Jimi Yost of property manager First Service Residential.

The property, located at 1050 Court St., was built in 2000 and acquired most recently in 2011. The renovations include new patio and outside seating for the retail shops, energy-efficiency upgrades,  new community room, business center and fitness center, new appliances in available apartments and remodeled interior courtyard with modern patio furniture, fire pit and a stainless-steel barbecue kitchenette.***

July 1 is no longer the deadline for California commercial building owners to start disclosing a property's energy performance, but it still is the required beginning for disclosure of a property's Americans With Disability Act access problems.

Provisions for owners and tenants of commercial property to have protections against potentially frivolous ADA lawsuits took effect in September as part of Civil Code Section 1938, created by Senate Bill 1186. But as of July 1, commercial real estate leases must state whether the property has been inspected for ADA violations and, if so, what the inspection found.

Inspections must be performed by a state-certified access specialist, or CASp, but owners aren't required to have the inspections done, under the law. The list of such professionals is posted at www.apps.dgs.ca.gov/casp/casp_certified_list.aspx.

The law restricted how attorneys in ADA-violation lawsuits can send demand letters to businesses or property owners, limited damages for each offense and allowed for situations in which ADA lawsuits can be stayed, such as the involvement of a CASp professional in the project.

As previously reported, the California Energy Commission postponed enforcement of Assembly Bill 1103 to Sept. 1 because the Energy Star Portfolio Manager tool for compliance is to be offline June 26--July 17.

"This is the period of time during which we are migrating tens of millions of data points and verifying that they were migrated completely and correctly," according to a statement from the U.S. Environmental Protection Agency, which manages the Energy Star program.***

Basin Street Properties achieved full occupancy for its 37,400-square-foot Fountaingrove Executive Center office building in northeast Santa Rosa with a 7.5-year, 7,900-square-foot lease to Wells Fargo Advisors. The building was one of the 17 Santa Rosa office buildings a Basin Street affiliate purchased from Equity Office Properties last fall for about $70 million.
