Former hospitality manager opens local HR to Go branch

SANTA ROSA – Human resources expert and now small business owner David Israel said the true test of an effective personnel manager lies in their ability to work defensively, keeping track of the latest regulatory changes and dealing with employee disputes quickly and fairly.

This fall, the Sonoma County native took years of experience managing employees in the hospitality industry and started his own business: the first Northern California branch of service provider HR to Go.

“Having a human resources department doesn’t stop the employer relations issues from happening, but having someone in charge that is competent in employees’ rights can be the difference between a hugely expensive lawsuit or a positive resolution,” he said.

The Santa Rosa office provides outsourced human resources services to small businesses between 10 and 50 employees on a long-term basis, on retainer or a la carte. Functions range between pre-employment and staffing services, regulatory compliance, leadership development, payroll administration, workers' compensation and risk management.

Mr. Israel can also provide one-time development training or safety seminars and workshops on site.

“In this economy, some companies have broken up HR functions onto existing employees, which can really be more of a cost disadvantage from a liability standpoint,” he said.

“There are more than 7,000 federal code sections and 40,000 pages of employer regulation. It’s a full-time job just keeping up with it.”

Sacramento-based HR to Go Inc. has two locations in Elk Grove and Fresno, and the Santa Rosa branch is the first North Bay location. Mr. Israel is given access to the company’s resources including legal experts, but he is a licensed independent owner of the Santa Rosa branch.
